Baby P. Whose fault?

So much has been written in the press lately about the tragic death of this little boy. Much of the bitterness in the reports has been aimed at the head of Childrens Services involved with the family. I dont know who is at fault apart from the baby's abusers. I do know that I wouldnt want to be the person making the decisions about whether a child should be taken into care. No money would compensate for the nights I would spend worrying about every decision I made.
